Marine Corps creates law-enforcement battalions

The Marine Corps has created its first law-enforcement battalions — consolidated units of military police officers trained to investigate a variety of crimes. Combat in Iraq and Afghanistan has underscored the relevance of such a force, as Marines have increasingly found themselves playing street cop in addition to combat duties.

CAMP PENDLETON, Calif. — The Marine Corps has created its first law-enforcement battalions — a lean, specialized force of military police officers that it hopes can quickly deploy worldwide to help investigate crimes from terrorism to drug trafficking and train fledgling security forces in allied nations.

The Corps activated three such battalions last month. Each is made up of roughly 500 military police officers and dozens of dogs. The Marine Corps has had police battalions off and on since World War II but they were primarily focused on providing security, such as accompanying fuel convoys or guarding generals on visits to dangerous areas, said Maj. Jan Durham, commander of the 1st Law Enforcement Battalion at Camp Pendleton.

The idea behind the law-enforcement battalions is to consolidate the military police and capitalize on their investigative skills and police training, he said. The new additions come as every branch in the military is trying to show its flexibility and resourcefulness amid defense cuts.

Marines have been increasingly taking on the role of a street cop along with their combat duties over the past decade in Iraq and Afghanistan, where they have been in charge of training both countries' security forces. Those skills now can be used as a permanent part of the Marine Corps, Durham said.

The war on terror has also taught troops the importance of learning how to gather intelligence, secure evidence and assist local authorities in building cases to take down criminal networks. Troops have gotten better at combing raid sites for clues to help them track insurgents.

They also have changed their approach, realizing that marching into towns to show force alienates communities. Instead, they are being taught to fan out with interpreters to strike up conversations with truck drivers, money exchangers, cellphone sellers and others. The rapport building can net valuable information that could even alert troops about potential attacks.

But no group of Marines is better at that kind of work than the Corps' military police, who graduate from academies just like civilian cops, Durham said. He said the image of military police patrolling base to ticket Marines for speeding or drinking has limited their use in the Corps. He hopes the creation of the battalions will change that, although analysts say only the future will tell whether the move is more than just a re-branding of what already existed within the Corps.

The battalions will be capable of helping control civil disturbances, handling detainees, carrying out forensic work, and using biometrics to identify suspects. Durham said they could assist local authorities in allied countries in securing crime scenes and building cases so criminals end up behind bars and not back out on the streets because of mistakes.

"Over the past 11 years of combat operations in Iraq and Afghanistan, some lessons learned painfully, there has been a growing appreciation and a demand for, on the part of the war-fighter, the unique skills and capabilities that MPs bring to the fight," Durham said. "We do enforce traffic laws and we do write reports and tickets, and that's good, but we do so much more than that."

Durham said the Marine Corps plans to show off its new battalions in Miami later this month at a conference put on by the Southern Command that is expected to be attended by government officials from Central American countries, such as Guatemala, Honduras, El Salvador and Belize.

Defense analyst Loren Thompson said the battalions make sense given the nature of today's global threats, which include powerful drug cartels and other criminal gangs that often mix with religious and political extremists, who use the profits to buy their weaponry.

"This is a smart idea because the biggest single problem the Marines have in dealing with low-intensity types of threats is that they basically are trained to kill people," he said. "It's good for the Marines to have skills that allow them to contain threats without creating casualties."

Greetings and Salutations,

Since 1984, good guys and bad guys alike have known a change in the banking system was going to happen. Different from you, the bad guys battled to keep it from happening, tho supply of money was always in question. As long as, it was sometime in the future, they could keep on hustling. Building banking on debt was the first flaw in their plan. Substance is 'something'. You could never build a house on imaginary bricks and mortar. As the emperor with no clothes, sooner or later, some one would say it, 'you're naked, mate!'..'I see your hiney, it's kinda shiney' nanny nanny poo poo.

So just like the neanderthals they are. The future hit them this last monday and they thought they had a choice about posting the rvs on their screens. Well they did, don't post and go to jail. I wouldn't have wanted to try that in HK, but the us participants didn't fare any better. One minute they are doing high fives with each other, next thing you know, they are riding in the back of a paddy wagon. No high fiving then, when your handcuffed behind the back. They know a new banking system is working right now, I guess they wanted to test how fast that thing worked across a planet....now they know, a little late but at least they can testify if asked. If you can't move at the speed of light, you're caught!

Everyone is blabbing all kinds of things out here, like noisy kids. They hear a piece of a conversation, next thing you know, that's the whole truth and nothing but the truth. I can say this without batting an eyelash about it, there is order and efficiency working behind the curtain. Like your sitting watching a play and you see the curtain move behind the actors, that's the next group readying the props and themselves for when the next curtain opens. I would also say, staging is going on right now, things that couldn't be done in anticipation of the event. Even the military is divided like the country, some not understanding the military industrial complex is broke and foreclosed upon. The new paradigm they all have to get used to is a paradigm of peace. Hard to imagine by folks with throw back mentalities. The 'just gotta blow stuff up folks'. The world is turning it's back on them. A child is not born with prejudice or craving war on their minds, it's taught by ignorant parents and anybody else who teaches that child. When everybody has what they need, the survivor issues will dissipate...'cause there's plenty for every one on the planet.

So, to sum my writings up, the end is here, you will see, from now, more stuff in the news indicating that. I know some of you want to see some perp walks by folks in expensive suits don't be shocked when you do. No one is getting away with anything, they'll all be 'tagged and bagged'. Then you'll be able to talk about 'when the world moved on' with your grand children. Now be ready to fly like an eagle.

(Reuters) - U.S. prosecutors and European regulators are close to arresting individual traders and charging them with colluding to manipulate global benchmark interest rates, according to people familiar with a sweeping investigation into the rate-rigging scandal.

Federal prosecutors in Washington, D.C., have recently contacted lawyers representing some of the individuals under suspicion to notify them that criminal charges and arrests could be imminent, said two of those sources who asked not to be identified because the investigation is ongoing.

Defense lawyers, some of whom represent individuals under suspicion, said prosecutors have indicated they plan to begin making arrests and filing criminal charges in the next few weeks. In long-running financial investigations it is not uncommon for prosecutors to contact defense lawyers for individuals before filing charges to offer them a chance to cooperate or take a plea, these lawyer said.

The prospect of charges and arrests of individuals means that prosecutors are getting a fuller picture of how traders at major banks allegedly sought to influence the London Interbank Offered Rate, or Libor, and other global rates that underpin hundreds of trillions of dollars in assets. The criminal charges would come alongside efforts by regulators to punish major banks with fines, and could show that the alleged activity was not rampant in the banks.

"The individual criminal charges have no impact on the regulatory moves against the banks," said a European source familiar with the matter. "But banks are hoping that at least regulators will see that the scandal was mainly due to individual misbehavior of a gang of traders."

In Europe, financial regulators are focusing on a ring of traders from several European banks who allegedly sought to rig benchmark interest rates such as Libor, said the European source familiar with the investigation in Europe.

The source, who did not want to be identified because the investigation is ongoing, said regulators are checking through emails among a group of traders and believe they are now close to piecing together a picture of how they allegedly conspired to make money by manipulating the rates. The rates are set daily based on an average of estimates supplied by a panel of banks.

"More than a handful of traders at different banks are involved," said the source familiar with the investigation by European regulators.

There are also probes in Europe concerning Euribor, the Euro Interbank Offered Rate.

It is not clear what individuals and banks federal prosecutors are most focused on. A top U.S. Department of Justice lawyer overseeing the investigation did not respond to a request for a comment.

Reuters previously reported that more than a dozen current and former employees of several large banks are under investigation, including Barclays Plc, UBS and Citigroup, and have hired defense lawyers over the past year as a federal grand jury in Washington, D.C., continues to gather evidence.

The activity in the Libor investigation, which has been going on for three years, has quickened since Barclays agreed last month to pay $453 million in fines and penalties to settle allegations with regulators and prosecutors that some of its employees tried to manipulate key interest rates from 2005 through 2009.

Barclays, which signed a non-prosecution agreement with U.S. prosecutors, is the first major bank to reach a settlement in the investigation, which also is looking at the activities of employees at HSBC, Deutsche Bank and other major banks.

The Barclays settlement sparked outrage and a series of public hearings in Britain, after which Barclays Chief Executive Bob Diamond announced his resignation from the big British bank.

The revelations have raised questions about the integrity of Libor, which is used as benchmark in setting prices for loans, mortgages and derivative contracts.

Adding to concerns are documents released by the New York Federal Reserve Bank this month that show bank regulators in the United States and England had some knowledge that bankers were submitting misleading Libor bids during the 2008 financial crisis to make their financial institutions appear stronger than they really were.

Among other details, the Fed documents included the transcript of an April 2008 phone call between a Barclays trader in New York and Fed official Fabiola Ravazzolo, in which the unidentified trader said: "So, we know that we're not posting um, an honest LIBOR."

The source familiar with the regulatory investigation in Europe said two traders who have been suspended from Deutsche Bank were among those being investigated. A Deutsche Bank spokesman declined to comment.

The Financial Times reported on Wednesday that regulators we're looking at suspected communication among four traders who had worked at Barclays, Credit Agricole, HSBC and Deutsche Bank.

Credit Agricole said it had not been accused of any wrongdoing related to the attempted manipulation of Libor by Barclays, but had responded to requests for information for various authorities related to the matter.

Beyond regulatory penalties and criminal charges, banks face a growing number of civil lawsuits from cities, companies and financial institutions claiming they were harmed by rate manipulation. Morgan Stanley recently estimated that the 11 global banks linked to the Libor scandal may face $14 billion in regulatory and legal settlement costs through 2014.

In the United States, the regulatory investigation is being led by the Commodity Futures Trading Commission, which has made the Libor probe one of its top priorities.

Awakening was preordained the moment you entered the illusion

The energy pressures are building up strongly as you, the Light-bearers and holders, intensify your efforts and more determinedly focus on your divine task of assisting in bringing humanity forward to the point at which it will awaken.  And many of you are finding that task extremely tiring, if not exhausting.  Know that you are greatly honored for what you are doing, that your rewards upon completion of this immense task will be astounding, and that you will be quite amazed when you discover once more the wonder of who you truly are.

The Love God has for His creation is utterly beyond your abilities to even conceive of, and His Will is for you to awaken and experience It directly, personally, and eternally.  You have spent far too long hiding in the illusion and missing out on the infinite wonder and joy that He holds out to you constantly. You need to wake up!  And you will wake up — to know and experience the sublime and eternal bliss of basking in your Father’s loving embrace for ever.

That awakening was preordained the moment you entered the illusion and started to dream the dream – although for many it is a ghastly nightmare – which you experience as life on Earth, because your Father could not and would not allow you to lose yourselves permanently in that unhappy state.  Remember, as the Son of God, you have enormous creative abilities when you work with His divine Will, because His Will is also yours.

As you all know, your awakening is divinely guaranteed.  So when your issues come up for you to address and release, bringing with them a variety of unsettling feelings and emotions, just observe them and let them pass.  Engaging with them by thinking about them and wondering what they mean is unhelpful, because it holds them in your mind and intensifies the feelings, thus making it more difficult for you to release them.  You may feel sad, angry, depressed, anxious, guilty, hurt, betrayed, exploited – the selection is endless and none of it is enjoyable – but if you engage and attempt to justify or understand those feelings, it just takes a lot longer for them to clear.  Many of you will feel very tired or exhausted while this is going on, so take time out and sleep, and much of the necessary release can occur while you do so.

Rest assured that relaxing into those feelings and allowing them to flow will alleviate the unsettledness that arises when they come to mind, and you will find yourself at peace in spite of the discomfort.  And of course your daily periods of relaxation and meditation are times during which these issues are more easily released.

All who choose to awaken will do so, and if you want to awaken then you have already made that choice.  It is very helpful to remind yourselves frequently, at least once a day, that you are indeed going to awaken because it confirms and strengthens your intention to do so.  Humanity is consciously making this choice with increasing determination each day, and it is this collective and determined intent that is bringing it on.
